Prince George’s County neighbors Washington, D.C. and has experienced rapid suburban growth over the past decade. The County undertook the development of a Master Plan for Planning Subregion 4, in the “heart” of the County. This large area extends from New Carrollton to the north to Suitland Parkway to the South, and from I-495 to the east to the District boundary to the west. Given the vastness of this planning region, the County divided the planning process into three parts: (1) plans for the subregion’s Living Areas; (2) plans for its eight transit-directed Growth Centers; and (3) economic strategies for the overall subregion, particularly for its Growth Centers.
Ed Hamm, as associate principal with RHI, worked alongside Code Studio and Ferrell-Madden to develop of plans and form-based codes for part two of the process focusing on the eight transit-directed Growth Centers. The work included an analysis of current plans and existing conditions. New urban design concepts were developed for each area. Regulating plans were developed to guide the implementation of the urban design concepts. The process involved a series of public meetings to explore existing conditions and issues, and to develop an urban design framework for each center. A three-day charrette was held for three of the centers, concluding with a public open house to gain feedback, review concepts and regulating plans prior to publication of the Plan itself.
