Landover Gateway Urban Design Plan and Form-Based Code

LOCATION: Prince Georges County, Maryland

Emblematic of “greyfield” decline in inner-ring suburbs, this largely vacant site, located just inside the Capital Beltway, presents a unique opportunity to redevelop an 85 acre site, including a former mall site and adjacent areas, all within easy commuting distance to Washington, D.C. The planning effort links redevelopment of the site with enhancements to the surrounding community. It helps resolve and improve complex issues of related transit use and pedestrian access. Despite the negative image of the old mall, the site shows remarkable potential to create pedestrian friendly neighborhoods with quality new mixed-use infill development.

The project involved a series of community workshops and a five-day Charrette, during which a mixed-use and walkable “downtown” vision was refined in close collaboration with key stakeholders, the community and County officials. The final product of this effort was a sector plan with a workable, easy-to-use form-based code to guide future development. Ed Hamm’s role on this project included community facilitation and Charrette organization, urban design strategy and visualizations, technical analysis and graphics.
